What is the ODP Waiver?
Pennsylvania’s home and community-based services program for individuals with intellectual disabilities, autism, and developmental needs.
The Office of Developmental Programs (ODP) operates several Medicaid waivers designed to support Pennsylvanians with intellectual disabilities, autism spectrum disorder, and other developmental conditions. These programs help participants receive care and support in their own homes and communities — instead of institutional settings.
Through ODP waivers, qualifying individuals can access personal care, community integration support, respite services for family caregivers, and other essential services — often at no cost to the family.

ELIGIBILITY
Who Qualifies for ODP Waiver?
You may be eligible for ODP waiver services if you meet these criteria.
Pennsylvania Resident
You must live in Pennsylvania to enroll in CHC.
Diagnosed Before Age 22
Most ODP waivers require the disability to be documented before age 22.
Medicaid-Eligible
Must qualify financially for Medical Assistance (Medicaid)
Need for Support
Require assistance with daily living, community access, or supervision.
Qualifying Diagnosis
Have an intellectual disability, autism spectrum disorder, or developmental disability.
Registered with ODP
Enrolled with your county's Administrative Entity (AE) or Supports Coordinator.
